Data on turnover in industry will be published by revised levels as new statistical classification of industries, TOL 2008, is being introduced

New publication levels according toTOL 2008

The standard industrial classification TOL 2008 will be introduced in statistics on turnover in industry in April 2009 when data concerning January 2009 will be published.

Use and comparability of data compiled by TOL 2008 and TOL 2002

During the transition period up to the middle of 2011, certain statistics will continue to publish data classified by TOL 2002. In cases where series according to the old classification of the Index of Turnover in Industry are used in conjunction with series according to the new classification, data according to the two different industrial classifications need to be combined.

Data on the Index of Turnover in Industry compiled by TOL 2002 and TOL 2008 can be compared as follows:

B Mining and quarrying corresponds nearly completely to TOL 2002 section C Mining and quarrying.

  • C Manufacturing corresponds mostly to the TOL 2002 section D Manufacturing.The most significant changes in this section are:
  • Repair of machinery has been separated from actual manufacturing into its own TOL 2008 two-digit level class 33 Repair and installation of machinery and equipment.
  • In addition, repair activities included in certain manufacturing industries have been moved from manufacturing to two-digit level class 95 Repair of computers and personal and household goodsunder TOL 2008 section S Other service activities.
  • TOL 2002 industry 37 Recycling has been moved to the two-digit level class 38 Waste collection, treatment and disposal activities; materials recoveryunder TOL 2008 section E Water supply; sewerage, waste management and remediation activities.
  • The publishing activity included in the TOL 2002 industry 22 Publishing, printing and reproduction of recorded media has been moved completely away from manufacturing to TOL 2008 section J Information and communication.

TOL 2008 section D Electricity, gas, steam and air conditioning supply matches TOL 2002 section E Electricity, gas and water supply nearly completely.

Section E Water supply; sewage, waste management and remediation activities is new and has no correspondent in TOL 2002. This new section includes activities from TOL 2002 sections D Manufacturing, E Electricity, gas and water supply, F Construction and O Other community, social and personal service activities.

Under TOL 2002 the published total industry grouping from the Index of Turnover in Industry consists of sections CDE, but in the revised classification it covers only the sections BC ("Manufacturing and mining and quarrying").

The number of published main industrial groupings, i.e. groupings of sections and their sub-sections will increase. Several national combination groups from the turnover in industry have been published under TOL 2002 and their contents will remain nearly unchanged under the revised industrial classification. A new feature are the so-called MIGs (Main Industrial Groupings), which are common industrial groupings defined for the EU countries. The MIG's have been defined according to primary intended use. To improve the comparability of different variables, a grouping corresponding to the "total industry" in new orders will be published for turnover.

Publishing of retrospective data by the TOL 2008 classification

Retrospective data starting from 1995 will be published on the development of all the series of the Index of Turnover in Industry according to the new industrial classification. Due to the change in base year, data for the year 2005 will be calculated on the basis of micro level data. Data for the years 1995-2004 and 2006-2008 will be compiled on a case-by-case basis using the most appropriate method either by

  • utilising previously published TOL 2002 data as such (if the contents of the old series correspond sufficiently well with the series published under the TOL 2008 classification)
  • weighting together old TOL 2002 time series, or
  • calculating from micro level data.

The accuracy of the retrospective data formed for the years 1995-2004 is nearly as good as that of previously published corresponding data. The accuracy of the data for 2005-2008 does not change in connection with the classification and base year revision.
